No water in some homes in panaji, goa for more than six months

Due to fake dengue complaints there is no water in some homes in panaji, goa for more than six months.
If there is no one living in the house, the water supply is cut, though the owner receives a bill for water supply
This makes it very difficult to clean the house, since during cleaning the hands are getting dirty.
While the home owner can get some water from other sources, it is very inconvenient to carry water daily
